We understand that there is a growing list of non-energy barriers to participating in available energy upgrade programs. Sometimes, energy upgrades aren’t possible or practical because of water infiltration, mold, asbestos, or other health & safety improvements.

Below is a list of organizations and service providers that offer home repair services in the Mid-Hudson Region. Please note that most of these providers have waiting lists and therefore cannot guarantee repairs will be done or done in a timely manner.

Dutchess County

    • Funding to help senior citizens complete minor to moderate rehabilitation on their homes through the county’s Senior Rehab Program. 

    • The program provides zero-percent loans and deferred payment loans up to $20,000 to income eligible senior citizens. Loans are repaid through a monthly payment, while deferred payment loans have no monthly payment and are repaid when the homeowner leaves or sells the property.  

    • Households making between 0-50% of the county median receive deferred payment loans, and households making between 50-80% of the county median receive zero percent interest loans.

    • Eligible applicants must be 62 years of age or older at the time of application. They must be named on the deed as an owner, and their total household income must be below the maximum limits listed on the website.

    • Rebuilding Day Program - Provides free large-scale home repairs necessary to maintain a safe and healthy living environment, including, but not limited to: major accessibility modifications (ramps, stair lifts, bathroom, kitchen, hallway, etc.); plumbing, heating, cooling, and electrical system repairs; stair, roof, porch and other critical structural repairs. *Please note that mobile homes are only eligible for accessibility ramps through this service.

    • Handyman Repair Program - A service which provides timely and free small-scale repairs and safety and accessibility modifications. These repairs can typically be completed in four hours or less and include repairs such as grab bars, handrails, improved lighting, minor accessibility modifications, and fire safety installations.

    • Qualifications for both:

      • Must meet income requirements based on HUD guidelines

      • Can’t be delinquent in mortgage

      • Must own the home

      • Must have active homeowners insurance

      • No tax arrears, school and property taxes paid

Orange County

    • U.S. Department of Housing and Urban Development provides homeowners with grants and loans to improve their homes.

    • Covers necessary repairs related to sanitation, safety or weatherization, including roofs, windows, siding, HVAC, plumbing and electrical systems

    • Qualifications:

      • Must be income-eligible (income will determine whether applicant receives a grant or loan)

      • Applicants must own the property

      • Property can be single family or multifamily up to 4 units

      • No active bankruptcy

      • All utility bills must be paid to date

    • Award/loan amount up to $15,000, for multifamilies up to $10,000 per unit

  • Habitat for Humanity of Greater Newburgh: 125 Washington St., Newburgh, NY 12550 | 845-568-6035 ext. 104 (applications open in the spring)

    • Homeowner Roof Repair Program: 

      • Habitat for Humanity of Greater Newburgh (Habitat Newburgh) will facilitate roof repairs/replacements of low/moderate-income owner-occupied homes in the City of Newburgh. 

      • Habitat Newburgh’s repair/replacement initiative, allowing up to $12,500 to be used for roof repair/replacement projects, will be administered in the same manner as Habitat Newburgh’s Homeownership Program, where project approval is contingent upon each recipient’s ability to meet HUD income guidelines. Each homeowner will be required to provide income statements and will assume responsibility for any costs beyond $12,500.

      • Eligibility:

        • Applicant must be the homeowner residing in a single-family house that is no more than 2.5 stories high

        • House must be the primary place of residence

        • Applicant must have lived in Habitat Newburgh’s service area for at least 1 year 

        • Applicant must meet household income guidelines [up to 80% of the area median income]

        • Applicant must be willing to agree to the Work & Payment Agreement

    • Home Repairs Program:

      • Minor exterior home repairs like porch repair, exterior house painting, door installation, and accessibility modifications

      • Participation Requirements: If you can answer yes to all of these questions, you are eligible to apply

        • Is the home located within the City of Newburgh?

        • Do you own the home you are requesting repairs for?

        • Are the repairs you want done within the scope of the program?

        • Is your income between 30%-80% of the area median income(see income guidelines below)?

        • Are you willing to own your home for at least 3 years after the work is completed except for circumstances like illness or loss of job?

        • Are you willing to pay an affordable fee for the service?

        • Are you willing to support the building process through sweat equity? 

  • Regional Economic Community Action Program (RECAP): 40 Smith St., Middletown NY 10940 | (845) 421-6223

    • Performs work under the Weatherization Assistance Program (WAP), EmPower+, Home Energy Assistance Program (HEAP) and Heating Equipment Repair & Replacement (HERR), as well as a local cooling assistance program.

    • Residents of Orange and Rockland county can apply directly to WAP through RECAP

    • Applicants for EmPower+, HERR, HEAP and Cooling Assistance will need to go through their local Department of Social Services office. DSS may then work with RECAP to have the services performed. Or if an applicant is denied by these programs, they can contact RECAP for further assistance.

    • All programs and services are income-based. There is no cost to qualified applicants. 

    • Weatherization Assistance Program (WAP)

      • Grants through the U.S. Department of Energy and the Department of Health and Human Services provide funding to improve the energy efficiency of the homes of income-eligible families using the latest technology in energy upgrades.

    • HERR

      • Benefits for eligible homeowners include repaired or replaced furnaces, boilers, and other direct heating components to keep the home’s primary heating source functional. Homeowners must reside in the home. 

    • Cooling Assistance

      • Cooling assistance services to eligible households that include an individual with a documented medical condition that is exacerbated by heat. 

    • EmPower+

      • No-cost energy efficiency solutions to income-eligible New Yorkers. Measures may include air sealing, insulation, replacement of inefficient refrigerators and freezers, new energy-efficient lighting, and free health and safety checks of all combustion appliances and provide smoke and carbon monoxide detectors and appliances.

  • USDA Rural Development (rural areas with pop. of 20,000 or less): 225 Dolson Ave., Ste 104, 1st Floor, Middletown, NY 10940 | 845-343-1872, ext. 4

    • Assists with damaged homes, disability features, and energy efficiency improvements for windows 

    • Section 504 Home Repair program provides loans to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards.

      • To qualify, you must:

        • Be the homeowner and occupy the house

        • Be unable to obtain affordable credit elsewhere

        • Have a household income that does not exceed the very low limit by county

        • For grants, be age 62 or older

Putnam County

    • The NYS Affordable Housing Corporation grant (AHC) will assist eligible, owner occupied homeowners throughout the county make necessary repairs to their home. There is a maximum of $40,000 per household and applications are taken on a first come, first serve basis.

    • There is an asset limitation of $15,000. Assets include any monies in savings or checking accounts, certificates of deposits, pensions and stocks or bonds.

Rockland County

    • CHORE Program:

      • CHORE is a resource to people living in Rockland County who are 60 years of age or older, or a person living with a disability, regardless of age or income status. 

      • CHORE helps people to maintain the independence of living at home by providing free minor household repairs and home improvements that make living at home safe.

      • Service examples:

        • Replace light bulbs

        • Install grab bars

        • Install raised commode seats

        • Repair/tighten handrails

        • Repair stair treads

        • Install curtains or blinds

        • Change batteries in smoke/CO detectors

        CHORE utilizes the services of volunteers to facilitate minor home repairs that do not require a licensed professional.

    • RESTORE program:

      • Any emergency repairs that pose a threat to an elderly person living there

      • Mold, cracks on steps outdoors, shaky railings, leaking roofs, etc.

    • Grant program - $20,000 max

      • Must own the home

      • Must be at least 60 years old

      • Income must be below 80% of AMI

      • Taxes must be current

      • Covers health and safety hazards, improvement or replacement of outdated systems, structural issues, accessibility modifications, and energy conservation measures

      • Typical repairs include roof replacement, windows and siding, interior painting for lead stabilization, and upgrades to heating, plumbing, or electrical systems

    • Administers applications for the Weatherization Assistance Program and EmPower+

    • The Weatherization Assistance Program provides the following services:

      • Insulating walls, attics, knee walls, and/or crawl space areas

      • Air sealing measures such as weather-stripping and caulking around doors and windows

      • Energy saving light bulbs

      • Water-efficient shower heads and aerators

      • Cleaning, testing and repairs or replacement of heating appliances (including hot water tanks), ventilation systems, and distribution systems

      • Replacing existing high energy usage refrigerators with energy star models

      • Repair of broken doors and windows (where cost effective)

    • EmPower+ services include installation of high-efficiency lighting, attic and wall insulation, replacement of old, inefficient refrigerators and freezers, and water-saving showerheads

Westchester County

    • Neighborhood Rehabilitation Program

      • Provides home repair loans for income-qualified homeowners; a mortgage would be filed against the property

      • Covers code violations, as well as roofing, siding, window replacement, carpentry, drainage, and other repairs

      • Qualifications:

        • Must be a resident of the city of White Plains

        • Must own and occupy the home

        • Must meet income and family size standards based on HUD low-income limits

        • Assets must not be greater than $15,000

        • All property taxes must be current

        • Must provide proof of current home insurance

        • Must provide income tax documentation from previous year

    • First Time Homebuyer Grant Program 

      • Homeownership assistance  to cover down payment and/or closing costs plus rehabilitation expenses. 

      • The program is open to qualified applicants purchasing properties within Westchester, Nassau and Suffolk counties.

      • Properties eligible for assistance through this program are single-family homes, condominiums and co-ops.

      • Participants are required to contribute to the transaction an amount equal to at least 3% of the anticipated purchase price. The contribution may include checking, savings, investments, 401K, and/or gifts. Proof of all assets and documentation of the contribution is required. 

      • A minimum of 51 percent of the grant proceeds must be spent on repairs and rehabilitation. The rehabilitation budget is determined by CHI’s designated HUD pre-planner

      • The grant assistance is in the form of a deferred forgivable loan with no payments that declines over time, secured by a second mortgage lien

      • The owner must occupy the property for 10 years to avoid having to pay back any or all of the assistance.

      • Qualifications:

        • Meet the definition of a “First-Time Homebuyer”

        • Attend one of CHI’s Homebuyer Orientations

        • Qualify for a mortgage from a CHI Participating Lender

        • Complete a HUD Approved Education Course

        • Provide at least 3 percent to contribute toward the purchase

        • Fall below the maximum household income level set by New York State

      • Eligibility:

        • You have not owned a home in the last 3 years. The applicant, co-applicants and non-borrowing spouses must also be first-time homebuyers

        • You have NOT had a bankruptcy in the last 4 years.

        • You have NOT had a foreclosure in the last 7 years.

        • You DO NOT have any knowledge of collections, charge-offs or current past due accounts on my/our credit report.

        • You are prepared to purchase a home in the next 12 months and will have funds available for borrower contribution of at least 1% of the purchase price, pre-closing costs, and emergency reserves

        • Steady work history of the past 2 years in the same industry

        • On-time bill payment and debt management history

        • You are U.S. citizens or permanent resident

        • You are Income Eligible for HDF programs. Income eligibility is determined using household income.

    • Westchester County has received a $4.1 Million grant from the US Department of Housing and Urban Development (HUD) to reduce lead-based paint, dust and other safety hazards in housing units of low and moderate income households over the next three and a half years.

    • Eligibility Guidelines:

      • All areas of Westchester County are eligible. 

      • Chipped or peeling paint

      • Built before 1978

      • Owner-occupied and rental units are eligible

      • Homeowners who reside at their property must provide documentation that they earn at or below 80% of the Area Median Income (AMI) for Westchester County. For rental properties, tenants must provide documentation that they earn at or below 50% of the AMI. Priority consideration will be given to households with children under 6 years old and pregnant women. Tenants concerned about lead-based paint in their units are encouraged to call LSW directly.

    • After the LSW work is completed, HUD requires that affirmative marketing of rental units be offered to income eligible households for a period of at least three years and that owners do not sell their units for at least three years following the completion of LSW improvements.

    • Administers the Access to Homes for Heroes program

    • Provides financial assistance to make accessibility modifications, emergency home repairs or address code violations to the primary residences of low- and moderate-income veterans with disabilities. 

    • Eligible veterans may be renters or homeowners, with service-related injuries, age, or health related disabilities.

    • An eligible participant must meet the following criteria:

      • Qualifying Veteran status.

      • Documented substantial physical limitation caused by a disability.

      • Household income not to exceed 120 percent of area median income.

      • The assisted residential unit must be the primary, permanent residence of the eligible participant. The primary residence may be owner-occupied or a rental unit. Applicants proposing to assist rental units must ensure that the property owner is not otherwise obligated by federal, State or local law to provide such improvements.

    • Services available:

      • Accessibility modifications, emergency home repairs or address code violations to the primary residences of low- and moderate-income veterans with disabilities. 

      • May include wheelchair ramps and lifts, handrails, doorway widening, and roll-in showers.

    • Community-based, volunteer-driven home repair program that provides FREE repairs to low-income homeowners in Westchester County

    • Homeowner applicants are considered and selected based on need, the condition of a home, and the ability of our volunteers to undertake the priority repairs.

    • Requirements:

      • An applicant’s home must be in an area in which HomeFront is established. This includes Fairfield, Hartford and New Haven Counties in Connecticut, as well as Westchester County, NY.

      • The home must be owner-occupied and be the Applicant’s only place of residence throughout the year.

      • The homeowner must be up to date on taxes or have an agreement to clear them.

      • Your total household income must qualify your household as low-income within your community. Excessive financial burdens, such as those associated with ongoing medical care, will be considered in determining need, if noted in an application.

      • Homeowners should intend to remain in their home for a minimum of five years.

    • Condominiums, townhouses, co-ops and mobile homes are excluded from this program due to the specialty nature of those repairs.

    • If deemed qualified but not selected in the initial year of application, a homeowner may keep an application active simply by calling us in the spring once they receive a status notification letter from us.

      • Services include aging-in-place safety measures like installing ramps and handrails, widening doorways, modifying bathrooms and showers, porch and stair repair, and door widening 

      • Applicants apply through Westchester Residential Opportunities, which coordinates with Habitat to perform the work at no cost to the applicant
